On July 4, 2019, Officers Joshua Taylor, 25, and Brandon Dingman, 34 of the Wilson Police Department in Oklahoma, responded to a call of someone running down the street yelling.
The initial encounter between Wilson Police Officers and 28-year-old Jared Lakey was not recorded by the Officer’s body worn camera or dash camera.
One of the officers would radio, “He Keeps attempting to fight with us. We have three tasers deployed at this time — still combative.”
Jared had not been verbally or physically aggressive to either officer. The officers appear to use their tasers simultaneously. Many of the taser applications occur when Jared is on the ground, not moving, and capable of being handcuffed.
The manufacturer warns that simultaneous use of a taser may result in death.
A Carter County Deputy would arrive on scene, but failed at any attempt to talk to or handcuff Jared. Instead, he uses a chokehold for over 40 seconds rendering Jared unconscious.
Moments later, Jared would regain consciousness but with difficulty breathing. He would remain in handcuffs as officers press his head down to his chest. No life-sustaining measures were initiated for three and half minutes.
